India and Norway Go "Green": 12 New Agreements Signed on NaMo's Oslo Visit

During PM Modi's visit to Oslo, India and Norway upgraded their ties to a Green Strategic Partnership and signed 12 agreements spanning clean energy, oceans, space and science.

A Partnership Turns Green

On 18 May 2026 in Oslo, India and Norway lifted their relationship to what both sides are calling a Green Strategic Partnership. PM Modi held talks with Norwegian Prime Minister Jonas Gahr Støre, and the two countries put their names to 12 agreements and initiatives.

The headline theme is clean growth: cooperation on renewable energy, the blue economy, green shipping and sustainable industry sits at the centre of the new framework.

What the 12 Deals Cover

The agreements reach well beyond climate. Norway formally joined India's Indo-Pacific Oceans Initiative, deepening maritime cooperation, while a new India-Norway Digital Development Partnership will focus on digital public infrastructure and open digital ecosystems.

The two sides also signed an accord on the peaceful exploration and use of outer space, and set up structured health-sector cooperation through a Joint Working Group.

Science and the Blue Economy

On the research front, India's CSIR and Norway's SINTEF agreed to work together on sustainable solutions including bio-based materials, ocean energy and carbon capture.

Ocean and coastal expertise runs through much of the package, from offshore wind and wave technology to Norway's engineering know-how in tunnels and geotechnical work.
